Each RC&D Council defines its own goals and objectives to meet local needs.

Diverse groups of local volunteers are brought together in a unique partnership to find solutions to their local
problems.

 
They:
       Identify problems

       Establish goals and objectives
       Set priorities
    
  Develop alternative plans
       Implement selected plans



The strength of the RC&D program is the commitment of the people to solve their own problems.  RC&D
Councils recognize that local people are best able to determine needs and create solutions for their
community.

Local people provide the leadership and the direction for RC&D activities.  Teamwork between the people
and public agencies assisting them is what makes an RC&D area a success.

RC&D generates grass roots supports for activities that build momentum from the planning process and carries over to the implementation phase.
